The variable pno is the person number assigned to each household member in a responding or enumerated household. The ordering of these numbers within a household has no significance and can change for the same person across waves. So, these have a wave letter prefix, a_ b_ etc. The combination of w_hidp w_pno uniquely identifies an individual member, but only within a wave. So, one person could have the value a_pno = 1 in Wave 1 and b_pno = 7 in Wave 2, PNOs may not start at 1 and may not be consecutive. For example, in a 5 person household, the PNOs may be numbered 2, 3, 4, 7, 8. [Note, w_ is the wave prefix placeholder which is equal to a for Wave 1, b for Wave 2 and so on.]
