Eligibility flag for QFHIGH in UKHLS format
Flag for whether a respondent has ever been asked the initial conditions highest qualification question (_QFHIGH) in the UKHLS format. This flag assumes a value of zero for all IP1 respondents and from IP10 onwards, all respondents who report that their highest qualification has been obtained abroad (see QFHIGHOTH and ISCED11_DV). Highest qualifications (see _QFHIGH_DV, _NQFHIGH_DV and _HIQUAL_DV) may be picked up through _QUALNEW or _TRQUAL for these groups but may be additional to pre-existing (potentially higher) unobserved qualifications.
